Gismat Gozalov was born in the Salyan region of Azerbaijan in 1967. He received his higher education at the Faculty of Oriental Studies of Baku State University. He began his diplomatic career at the Ministry of Foreign Affairs of Azerbaijan in 1995. From 1995 to 1998, he was responsible for relations between Azerbaijan and the Organization of Islamic Cooperation and participated in two summits during this period. From 1998 to 2011, he served at the Consulate General of Azerbaijan in Istanbul, holding positions as Vice Consul, Consul, and Acting Consul General, as well as various roles within the Ministry of Foreign Affairs. From 2012 to 2014, he served as Deputy Secretary General of the Cooperation Council of Turkic Speaking States by decision of the Council of Heads of State. From 2015 to 2018, he served as Deputy Head of the Second European Department of the Ministry of Foreign Affairs. From 2019 to 2022, he again served as Deputy Secretary General of the Cooperation Council of Turkic Speaking States by decision of the Council of Heads of State. On 29 August 2023, by decree of the President of the Republic of Azerbaijan, he was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to Turkmenistan.
