Ms. Oxana Lipcanu is a development professional with over 20 years of experience working with the International Labour Organization (ILO) across Eastern Europe, Central and South Asia. She has strong expertise in the areas of child labour, forced labour, non-discrimination, and gender equality, and has developed a proven ability to manage complex stakeholder relationships in diverse and challenging environments. Throughout her career, Ms. Lipcanu has led and supported a wide range of initiatives aimed at strengthening systems, policies, and programmes that promote decent work for all women and men. Her professional experience includes 13 years working on child labour and forced labour issues with the ILO in Moldova and Uzbekistan, three years focused on labour migration and trafficking in persons in Moldova, and four years dedicated to gender equality and women’s empowerment through assignments with UNFPA in Moldova and the ILO in Nepal. She has also worked for two years on social responsibility and due diligence with the European Bank for Reconstruction and Development (EBRD). She is currently serving as Project Manager of the ILO-EU project “Promoting decent work and the prevention of child and forced labour in Turkmenistan.”
